ACTIVE SHOOTER SCENERIO

September 22, 2007 in conjunction with Hanover Township Officials, Hanover Township Fire / EMS, Bethlehem Twp EMS and the Bethlehem Area School District, Colonial Regional Police Department participated in an Active Shooter Scenario at Hanover Elementary School in Hanover Township, Northampton County. Colonial Police Commission Chairman Eric Nagle and Commission Member Robert Kucsan volunteered to be the "shooters". Students from area high schools volunteered to be victims who were scattered throughout the elementary school with simulated injuries. The scenario was conducted to test the emergency response of Hanover Township resources and the Hanover Township Emergency Operations Plan in the event of an actual emergency and to educate all responding emergency personnel to the dangers and logistical problems associated with such a situation.

The scenario was this:

At 8:40 AM the Northampton County 911 Center received a call that an individual noticed smoke coming from Hanover Elementary School. The Northampton County 911 Center immediately dispatched Hanover Township Fire / EMS and C.R.P.D. As Fire / EMS arrived on scene they encountered "shots fired". C.R.P.D. units arrived on scene and secured the area. Responding Fire / EMS units were staged away from the scene until the school could be secured. Hanover Township Emergency Management was immediately contacted and they in turn contacted Northampton County Emergency Management for assistance and staff. A command center was established. Four (4) members of C.R.P.D. were designated to be the rapid intervention team that would attempt to secure the building. As they entered the building, they were met by two (2) heavily armed male suspects and a gun fight ensued in the main corridor of the school. The two (2) armed suspects were forced deeper into the building and were eventually captured in the schools gymnasium/cafeteria. Both suspects as well as at least one (1) officer sustained gun shot wounds.

Meanwhile at the command center the EMS Incident Commander contacted the 911 Center and requested additional EMS units, should victims be found. Bath EMS, City of Bethlehem EMS, Bethlehem Township EMS, Medic 1, East Allen, Suburban Ambulance and PennStar helicopter were placed on standby. Public works personnel were used to close Jacksonville Road and establish detours with the assistance of Fire Police and a media center was established.

After the police secured the building and the suspects were in custody C.R.P.D. personnel began a room by room search. They discovered students with gun shot wounds to the body, arms, legs and head. One (1) individual had their arm amputated and many had cuts and bruises. Once C.R.P.D. had secured the building and were confident there were no additional gunman, EMS and fire units were cleared to proceed to the school.
