DEPARTMENTAL

TRAINING

There are two (2) categories for Colonial Regional Police Department’s Training, Mandatory and Elective. In 2007 Colonial Regional Police Department Officers attended 2,040 hours of training which is described elsewhere in this report. Of this, 790 hours were for mandatory training. Training fees and related costs totaled $7,009.18. The average cost of training per officer in 2007 was $333.77. The average training hours per officer was 76.72 hours.

MANDATORY TRAINING

Mandatory Training is the absolute minimum training that each Police Officer receives in order to maintain certification by the Municipal Police Officers Education and Training Commission (M.P.O.E.T.C.)

Mandatory Training consists of:

      In-Service Updates

      Firearms Qualification

      CPR / AED Recertification

      First Responder Recertification

These are described as follows:

In-Service

This consists of 16 hours of classroom work which is instructed by an M.P.O.E.T.C. Instructor at an approved facility. The content of trainings in this area varies, however always includes at least a three (3) hour block of instruction pertaining to crimes code and vehicle code updates, as well as other statute ad legal updates.

Firearms Qualification

All Officers must complete the minimum requirements in this area which consists of annual qualification for all authorized weapons. In 2006, each Officer received approximately 16 hours of training which included qualification and handgun safety and retention methods. This training is provided in-house, utilizing certified firearms instructors Detective Charles Horvath, Officer Gary Young and Officer Thomas Mahalick.

CPR / AED

All Officers are required to remain current in CPR / AED certifications. Re-certification training is provided in-house, utilizing Administrative Assistant Patricia Stonaker who holds certification as a Pennsylvania EMT and an American Heart Association CPR / AED Instructor.

First Responder / Emergency Responder

All Officers are required to remain current in Pennsylvania Department of Health Emergency Medical Services First Responder Certification. Recertification is achieved after performing 16 hours of continuing education courses offered through the Eastern Pennsylvania’s EMS Council. Once every three (3) years, each officer must take a 40 hour American Red Cross Emergency Responder Course which is a hands on course taught by Administrative Assistant Patricia Stonaker to keep their first aid skills fresh.

ELECTIVE TRAINING

Elective Training consists of all other training in which an Officer is assigned, in order to develop individual skills in various police related fields. Elective training is generally assigned as a result of an Officer’s request. It is reviewed for approval by the Chief or through Administrative directive and provides advanced training in numerous categories to enhance the operations of the Department.

Among the specialized Units within the Colonial Regional Police Department, one (1) requires monthly scheduled training. This is the:

      K9 Unit

Sergeant Darrin Wendling continues to head the K-9 Unit in 2007, which utilizes seven (7) year old Belgian Malinois, K-9 Officer Rex. Sergeant Wendling and Rex train together approximately 30 hours per month.
