Motor Carrier Safety Assistance Program (M.C.S.A.P.)
The MCSAP sets forth the conditions for participation by states and local jurisdictions and promotes the adoption and uniform enforcement of safety rules, regulations and standards compatible with the Federal Motor Carrier Safety Regulations (FMCSRs) and Federal Hazardous Material Regulations (HMRs) for both interstate and intrastate motor carriers and drivers. Colonial Regional Police Department has two (2) Certified Motor Carrier Safety Officers; Officer Terrance McIntosh and Officer Frank Epser. Officers Dean Benner and Officer Keith Kulp have also been certified in Commercial Vehicle Weights and Measures. Each officer is certified to conduct motor carrier compliance reviews and must meet the following requirements to remain certified: Complete thirty two (32) Level I and/or V inspections annually (for purposes of certification, annually shall mean every fiscal year); and Successfully complete any FMCSA required refresher or in-service training. Statistics for 2006 Motor Carrier Enforcement were: Bath Borough Enforcement: No Truck Enforcements were Performed in 2006 Hanover Township Enforcement: Trucks Placed out of Service for Overweight – 1 Traffic Citations Issued – 26 Warnings Issued - 10 Total Trucks Contacted – 72 Total Officer Hours – 51 hours Lower Nazareth Township Enforcement: Trucks placed out of service for overweight – 0 Traffic Citations Issued – 24 Warnings Issued - 14 Total trucks contacted - 99 Total Officer Hours – 65 hours |
