Life Saving Commendation Award

During the August 3, 2026 meeting of the Colonial Regional Police Commission, Officer's Justin Schippang, Jason Spirito and 

Sgt. Keith Kulp received a Livesaving Commendation for their outstanding performance during a true medical emergency that 

saved a young woman's life. 

On May 12, 2026 during a routine traffic stop, the young woman who was driving the vehicle became uncounscious with agonal breathing. There were two additional passengers in the vehicle that could not provide any information on what may have caused her condition. 

Officer Schippang immediately dispatched EMS and called for backup. When Officer Spirito arrived on scene, the two Officers removed

the woman from the vehicle and began life saving measures including administiring two doses of Narcan. Sgt. Kulp arrived on scene while Ofc. Schippang and Spirito were performing two-man CPR. After a few minutes the woman began to breath on her own. Sgt. Kulp monitored her while the other two Officers attempted to obtain information from the passengers. Sgt. Kulp announced that the woman had again stopped breathing and went into cardiac arrenst; he and Ofc. Schippang began CPR and administered two additional doses of

Narcan. EMS arrived and the female was transported to St. Luke's Hospital where she was placed on a ventilator. Physcian's at the hospital advised that this was not an opiod event but rather a true medial emergency. The next day she was removed from the ventilator and has since made a full recovery.
